Town of Raymond Trailer Removal and Wetlands Restoration –
Cassier Memorial Forest

Purpose
The Town of Raymond Conservation Commission invites proposals from construction companies to remove a flatbed trailer and restore wetlands on a town-owned conservation land referred to as Lillian Cassier Memorial Forest, tax map 39 / lot 6.
The Cassier property is accessible from Hollywood Drive off of West Shore Drive (see attached boundary survey).

Scope
The scope includes removal and disposal of a flatbed trailer with minimal disturbance of the conservation area and restoration of the wetlands.  The Contractor shall remove and dispose of the trailer; the Town makes no claim to materials. The Contractor shall disturb the minimum area necessary to complete the work. Trimming of tree branches and cutting trees shall be kept to a minimum. All work shall be contained to Town property and rights-of-way.
The Contractor shall take any and all measures necessary to prevent migration of sediment from the site, including but not limited to, scheduling the work during dry periods and installing temporary erosion control materials.
The Contractor shall remove and dispose of all brush, debris, and waste generated during the Contractor’s activities. The Contractor shall restore all disturbed areas to prior condition or better. Regrade disturbed areas, including those caused by the trailer and the Contractor’s operations, to natural grade. Apply seed and mulch to stabilize the area using a native seed mix recommended for the site’s soil type.
All work shall be conducted in accordance with “Best Management Practices Manual Utility Maintenance in and Adjacent to Wetlands and Waterbodies in New Hampshire” issued by the NH Department of Natural and Cultural Resources available at https://www.nh.gov/nhdfl/documents/new_final_utility_bmp_manual_3_8_19.pdf.
The Town will coordinate with the NH Department of Environmental Services Wetlands Bureau and obtain the necessary approvals. The Contractor will be responsible to secure any other permits, if required, and comply with all local, state, and federal rules, regulations, and laws.

Submission of Proposals
Proposals will be accepted by the Raymond Conservation Commission until April 30, 2021 at 4:30 P.M. local time. Proposals will be opened and read publicly at the first Conservation Commission meeting in May 2021 (anticipated May 12, 2021).

Prospective bidders are welcome to visit the site at any time but must remain on Town property and be considerate to abutters. A guided site visit can be arranged upon request via phone or email below.
